The three batches of wind and solar power base projects have become an important lever for China to achieve the "dual carbon" goal, and also an important driving force for promoting the development of China's new energy industries such as wind, light, and storage. One is the cost issue. In recent years, with the continuous rise of industry chain prices and component prices, many large base projects have been unable to be accounted for, resulting in a delay in construction speed. After the decline in component prices this year, the allocation and storage policy has increased development costs.
In addition, non systematic costs such as land are also gradually increasing. Li Dongxia believes that with the large-scale development of new energy, the use of new energy land has become increasingly scarce, including land for complex projects such as forests, grasslands, and mining areas. However, due to issues such as approval procedures, the investment and time costs of development enterprises have increased.
Secondly, multi energy coupling. With the proposal of China's dual carbon target strategy, the installation of new energy has achieved remarkable achievements worldwide. As of now, the installed capacity of wind and solar power has reached 780 million kilowatts, and it is planned to reach over 1.2 billion kilowatts by 2030. The large-scale integration of new energy into the power grid poses a significant challenge to the security of the power grid.
Li Dongxia stated that in the past, simply thinking about photovoltaic and wind power development could no longer meet the development needs of the industry. Participating enterprises are increasingly aware that photovoltaic, wind power, energy storage, hydrogen energy, etc. cannot be developed alone, but should be coupled and complementary with multiple energy sources, including coupling with hydropower and thermal power. However, under the current situation, coupling with wind and solar new energy will inevitably slow down the development speed of other energy sources and electricity. How to solve the contradiction between the development of various energy sources has also become a major challenge currently faced.
Thirdly, the issue of consumption. As is well known, the large bases of wind and solar new energy in China are mostly distributed in areas with small electricity loads such as the northwest and southwest. The consumption of wind and solar new energy in large bases will inevitably rely on the transmission of large power grids, and the intermittent and fluctuating nature of wind and solar new energy is an important challenge to the safety of the power grid.
How to improve the ability of new energy power generation equipment to actively support the power grid and how to adapt to the new power system not only puts forward higher requirements for power grid enterprises, but also puts forward new requirements for new energy equipment manufacturing enterprises.
In addition, in Li Dongxia's view, market-oriented grid connection projects in the Fengguang Base project require enterprises to find their own consumption channels. How to solve the consumption problem through market methods has become a major challenge currently faced.
Fourthly, the application of new technologies and products. Under the guidance of the dual carbon goals, large bases undoubtedly become the "national treasure", and for the new energy industry, the development direction of new technologies should play a leading and demonstration role. However, currently, in terms of the application of new technologies and products, large base projects are still relatively conservative. The new energy industry, especially in industries such as photovoltaic, has frequent technological iterations and product updates. If large base projects cannot embrace new technologies and products, they will inevitably fall behind in terms of efficiency, and it will also harm the development of the new energy industry.
